Toasted Roses

I had a building fire in Oct. which was close to my rose bed. The roses were toasted a golden brown. I felt they would be all right and I am beginning to see little green tips here and there near the base of the plants.
Any advice on what I can do to promote good growth and health this spring? My garden shed burned also so I have no supplies. What should I buy for these toasted roses?
Doug says simply prune them hard to where the green is starting to grow. They'll regrow. Second, invest any money in compost and apply it liberally. You'll be fine.
