tiny worms

hello, my roses are under attack.
there are tiny futry worms about 1mm wide and 5mm long that make their way into the bud (from the bottom) then the bud folds to the side, blooms but has funny beetle looking insects inside. last year was an invasion. this year we are searching and destroying and clipping off infested buds. but what are these things? how can we naturally keep them away?
Doug says he really doesn't know anything about European insects and can't id the pest. What I'd do however is dust the plant (and around the base) with diatomaceous earth to kill them as they were climbing up the plant.
