Soil in Raised Beds

I'm building raised beds 22 1/2" deep, for all the above reasons. 4'x16'. I have a constant supply of leaves, and animal manure-thats good for other years.
What do I use for the initial filling?

Doug says there is no difference between soils in raised beds and soils at garden level. Use the best quality top soil you can buy and/or make and add compost and organic matter yearly. No magic here - just good soil as normal.
