Rose bush blight

My rose bush leaves are thin and yellowy and the buds are withered and dry looking. I can't find a description of these symptoms anywhere. Can you help?

Doug says without seeing it, I'd suspect some root damage of some kind. When you see both leaf and bud damage at the same time, it can usually be traced to roots and water uptake.

Or - herbicide damage can create this as well - spray drift from your lawn weed control or even too much fertilizer can "burn" the roots.

So - my best guess is a root problem or spray drift problem.
