Giant ichneumon wasp female

Your photo is of one of the giant ichneumon wasp females. The long tail is the ovipositor - used to lay eggs inside of a tree. The eggs are laid near a host larva of the horntail wasp that bores into wood.
The males do not have the long narrow tail. See this photo on the Insect ID page for photos of the males.
