Disappearing rose buds

As I anxiously await the first buds on my rose bushes each spring, I suddenly realize there are no buds. When I look closer, I see where the buds should have been. However, I find very small, green miniature worm type creature where the bud should be. It has happened every spring for the last seven years. It is not large enough to be a worm or caterpillar. It blends in perfectly with the foliage. When I pick at it, to see if it is foliage, it starts to squiggle. Do you have any idea what this is and what I can to to prevent it?

Doug says it's likely a sawfly larva - small green worm. Use rotenone or diatomaceous earth on your roses and they'll be fine. Also - watch for them early and mid-summer (you'll get a good second "crop" now the first is well fed. :-)
