Damping Off

Hello! I live in zone 5 and I recently planted some beets in a raised garden bed. They grew wonderfully till it got really rainy and windy for about 3 days. After that my beets were a bit sad looking, all bent over. But today I was looking at them and I think that they have Damping off. They are pinched off at the soil level and have discolored leaves (and are wilted). What should I do? I don't have the money to just dump all this soil and get new stuff. Is there a salutation for this? How do I keep it from spreading to my carrots, tomatoes, onions, and lettuce?

Doug says that it "might" be damping off but there are other issues. But do understand that replacing soil is *never* something I consider for plant problems such as this.
