Doug says to start weeding. Pull it up - it's an annual grass and don't let it go to seed. The deal is that you get to constantly weed the flower garden and if you allow it to get out of control then your problem only gets worse.
If you have other plants in the garden, then spraying isn't an option as you'll kill them as well.
A heavy mulch is your best bet after you control the grass. This prevents new seeds from germinating but doesn't necessarily kill existing grass (it can knock it back but often existing grass will grow right up through a mulch)
Digging all the plants up will not eliminate crab grass (if that's what you have) because it's an annual grass and the seed is what is passed along from year to year - not the roots. If it were another kind of grass, then yes, digging all the flowers up in the fall - removing all the grass roots and then replanting and mulching would indeed be a good option.
